Scale AI’s Mission at the World Governments Summit 2026

In 2026, the World Governments Summit was held under the theme “Shaping the Governments of Tomorrow.” This international event brings together governments, international organizations, thought leaders, and private-sector executives to foster cooperation and identify innovative solutions to future challenges. The relationship between Canada and the United Arab Emirates was initiated during ALL IN in Montréal, where the UAE was named Country of Honour in 2025. This first contact created a privileged space for dialogue between the two countries, which quickly led to the signing of a CAD 70 billion memorandum of understanding by Minister Evan Solomon and the visit of Prime Minister Mark Carney to Dubai to finalize new economic and financial agreements.

This initial relationship enabled Scale AI to organize targeted bilateral meetings for members of its ecosystem with ministers and decision-makers in Dubai, ensuring that the mission contributes to building concrete and sustainable collaboration. From February 3 to 5, 2026, Scale AI led the Canadian delegation in AI and technology to WGS 2026, as part of a mission focused on practical solutions for public services. The objective was to showcase Canadian AI solutions to public-sector actors, demonstrate Canada’s international leadership in applied AI, take action to implement the memorandum of understanding, and strengthen international collaboration around public-service transformation.

Overview of the Canadian Delegation

The selected Canadian delegation included Bluwave-ai, Cohere, IVADO Labs, Knockri, League, Lemay.ai, MetaWorldX, Micro Engineering Tech Inc., Nakisa Inc., OVA, Petal Health, Proto, Qohash, and SimWell, in partnership with AInBC, the Montréal Metropolitan Chamber of Commerce, Deloitte, the Canada-UAE Business Council, the Government of Canada, the Consulate General of Canada in Dubai, and Inovia.

During the mission, Scale AI orchestrated and coordinated bilateral meetings with ministers and government decision-makers, while presenting Canadian initiatives and projects that are structuring the public sector. The delegation participated in strategic discussions on innovation and applied AI, while defining pilot projects to be developed jointly. These actions helped establish strong contacts with government representatives and key institutions, identify new opportunities for bilateral collaboration, and highlight Canada’s leadership in artificial intelligence internationally.

To turn these initial engagements into tangible results, Scale AI plans to organize follow-up meetings with identified governments, formalize areas of collaboration, and plan short-term pilot projects. In the medium term, an official partnership framework will be structured with the UAE, and joint initiatives in applied AI for public services will be deployed. In the long term, the goal is to establish sustainable and strategic cooperation and create bilateral innovation programs to strengthen Canadian leadership. Scale AI will continue to organize meetings and lead identified initiatives to maximize collaboration opportunities and showcase Canadian AI expertise internationally.

The mission in Dubai transformed an initial event-based contact into a genuine collaborative momentum with governments and institutional actors. Through these strategic meetings, Scale AI reinforced Canadian leadership in AI while laying the groundwork for concrete projects and sustainable partnerships. This mission now paves the way for concrete actions to deploy innovative solutions in public services and consolidate international cooperation.
